OK, here is what I have found out.
First off, if you would like to check for yourself, look at Louisiana Revised Statutes 32.1, 32.53, 32.55, 32.299, 32.299.1, and 32.299.2. Those are the statutes deealing with registrations, and what vehicles can be on highways etc.
Now, after not finding anything specific in those statutes, I called someone high up for the Office of Motor Vehicles. They said that an Off-Road Vehicle is not road worthy so there really is no reason to have it registered because it is illegal to put one on the road. It is mainly registered the first time after it is bought as a way to collect taxes for the Office of Motor Vehicles. They also said that an ATV is not considered a true motor vehicle.
I guess the bottom line is there is no black and white law stating you have to do this or you do not have to do that. All I know is 99.99% of people do not register their bikes after it expires the 1st time. And I have never, nor have I ever heard of an Officer, writing someone for not having their bike registered.
