35 Whelen is just a necked-up 30-06 with the resulting recoil. I don't know why they call it primitive, as there's nothing primitive about it. The 45-70 was developed around 1873 as a black powder cartridge. It has plenty of knockdown powder but fits the description of primitive. The State should just let you use anything you want if they are going to allow modern cartridges in so-called primitive rifles.
