Think you are two decades late to this party! This has been a running ddispute for years. Basically any water body not mapped by surveyors in the 1800 is considered private property of the owner of the surrounding land. At least with a dredged canal (assuming it wasn't dredged with public funds) there is some logic to it. But much more significant water bodies are often private, such as Four Horse Lake if I recall correctly. This has been a huge source of contention for years but despite a lot of popular support for change the state legislature never addresses it because money is on the side of the private land owners. The catahoula lake issue may lead to a break through but I doubt it.
