Ya'll keep on, keep on fighting with one another about Big Lake,Lake Ponchatrain, dog hunting vs. still, bow vs. gun, etc.

The Obama administration will accept no more public input for a federal strategy that could prohibit U.S. citizens from fishing the nation's oceans, coastal areas, Great Lakes, and even inland waters.

This announcement comes at the time when the situation supposedly still is "fluid" and the Interagency Ocean Policy Task Force still hasn't issued its final report on zoning uses of these waters.

That's a disappointment, but not really a surprise for fishing industry insiders who have negotiated for months with officials at the Council on Environmental Quality and bureaucrats on the task force. These angling advocates have come to suspect that public input into the process was a charade from the beginning.

"When the World Wildlife Fund (WWF) and International Fund for Animal Welfare (IFAW) completed their successful campaign to convince the Ontario government to end one of the best scientifically managed big game hunts in North America (spring bear), the results of their agenda had severe economic impacts on small family businesses and the tourism economy of communities across northern and central Ontario," said Phil Morlock, director of environmental affairs for Shimano.

"Now we see NOAA (National Oceanic and Atmospheric Administration) and the administration planning the future of recreational fishing access in America based on a similar agenda of these same groups and other Big Green anti-use organizations, through an Executive Order by the President. The current U.S. direction with fishing is a direct parallel to what happened in Canada with hunting: The negative economic impacts on hard working American families and small businesses are being ignored.

"In spite of what we hear daily in the press about the President's concern for jobs and the economy and contrary to what he stated in the June order creating this process, we have seen no evidence from NOAA or the task force that recreational fishing and related jobs are receiving any priority."

Consequently, unless anglers speak up and convince their Congressional representatives to stop this bureaucratic freight train, it appears that the task force will issue a final report for "marine spatial planning" by late March, with President Barack Obama then issuing an Executive Order to implement its recommendations — whatever they may be.

Led by NOAA's Jane Lubchenco, the task force has shown no overt dislike of recreational angling, but its indifference to the economic, social and biological value of the sport has been deafening.

Additionally, Lubchenco and others in the administration have close ties to environmental groups who would like nothing better than to ban recreational angling. And evidence suggests that these organizations have been the engine behind the task force since before Obama issued a memo creating it last June.

As ESPN previously reported, WWF, Greenpeace, Defenders of Wildlife, Pew Environment Group and others produced a document entitled "Transition Green" shortly after Obama was elected in 2008. What has happened since suggests that the task force has been in lockstep with that position paper.

Then in late summer, just after he created the task force, these groups produced "Recommendations for the Adoption and Implementation of an Oceans, Coasts, and Great Lakes National Policy." This document makes repeated references to "overfishing," but doesn't once reference recreational angling, its importance, and its benefits, both to participants and the resource.

Additionally, some of these same organizations have revealed their anti-fishing bias by playing fast and loose with "facts," in attempts to ban tackle containing lead in the United States and Canada.

That same tunnel vision, in which recreational angling and commercial fishing are indiscriminately lumped together as harmful to the resource, has persisted with the task force, despite protests by the angling industry.

As more evidence of collusion, the green groups began clamoring for an Executive Order to implement the task force's recommendations even before the public comment period ended in February. Fishing advocates had no idea that this was coming.

Perhaps not so coincidentally, the New York Times reported on Feb. 12 that "President Obama and his team are preparing an array of actions using his executive power to advance energy, environmental, fiscal and other domestic policy priorities."

Morlock fears that "what we're seeing coming at us is an attempted dismantling of the science-based fish and wildlife model that has served us so well. There's no basis in science for the agendas of these groups who are trying to push the public out of being able to fish and recreate.

"Conflicts (user) are overstated and problems are manufactured. It's all just an excuse to put us off the water."

In the wake of the task force's framework document, the Congressional Sportsmen's Foundation (CSF) and its partners in the U.S. Recreational Fishing & Boating Coalition against voiced their concerns to the administration.

"Some of the potential policy implications of this interim framework have the potential to be a real threat to recreational anglers who not only contribute billions of dollars to the economy and millions of dollars in tax revenues to support fisheries conservation, but who are also the backbone of the American fish and wildlife conservation ethic," said CSF President Jeff Crane.

Morlock, a member of the CSF board, added, "There are over one million jobs in America supported coast to coast by recreational fishing. The task force has not included any accountability requirements in their reports for evaluating or mitigating how the new policies they are drafting will impact the fishing industry or related economies.

"Given that the scope of this process appears to include a new set of policies for all coastal and inland waters of the United States, the omission of economic considerations is inexcusable."

This is not the only access issue threatening the public's right to fish, but it definitely is the most serious, according to Chris Horton, national conservation director for BASS.

"With what's being created, the same principles could apply inland as apply to the oceans," he said. "Under the guise of 'marine spatial planning' entire watersheds could be shut down, even 2,000 miles up a river drainage from the ocean.

"Every angler needs to be aware because if it's not happening in your backyard today or tomorrow, it will be eventually.

"We have one of the largest voting blocks in the country and we need to use it. We must not sit idly by."

Feds to 60 Million American Anglers: We don't need you
IRVINE, Calif. USA – October 5, 2009 – A recently published administration document outlines a structure that could result in closures of sport fishing in salt and freshwater areas across America. The White House created an Interagency Oceans Policy Task Force in June and gave them only 90 days to develop a comprehensive federal policy for all U.S. coastal, ocean and Great Lakes waters. Under the guise of ‘protecting’ these areas, the current second phase of the Task Force direction is to develop zoning which may permanently close vast areas of fishing waters nationwide. This is to be completed by December 9, 2009.

Dave Pfeiffer, President of Shimano American Corporation explained, “In spite of extensive submissions from the recreational fishing community to the Task Force in person and in writing, they failed to include any mention of the over one million jobs or the 6o million anglers which may be affected by the new policies coast to coast. Input from the environmental groups who want to put us off the water was adopted into the report verbatim – the key points we submitted as an industry were ignored.”

Recreational fishing generates a $125 billion annual economy in the United States and supports jobs in every state according to government figures. Through the Sport Fish Restoration program, anglers have provided more than $5 billion through excise taxes on fishing tackle to fishery conservation and education for decades.

In addition to the economic aspects, anglers lead the nation in volunteer conservation efforts on behalf of improving fish habitat, water quality and related environmental areas. “There was no mention of the fishery conservation efforts which anglers have led for over 50 years in every state – an environmental success story that has no equal in the world”, said Phil Morlock, Director, Environmental Affairs for Shimano. “The Task Force did not make any distinction between the dramatic differences between harmful commercial fishing harvest methods and recreational fishing, even though we spelled it out for them in detail,” added Morlock.

Claiming to be the result of a public consultation process the report states, “Having considered a broad range of public comments, this report reflects the requests and concerns of all interested parties.”

The original White House memo and not surprisingly the Task Force report contains multiple references to developing a national policy where Great Lakes and coastal regions are managed, “consistent with international law, including customary international law as reflected in the 1982 United Nations Convention on the Law of the Sea” - a 300-page treaty the U.S. has never ratified.

“We question what implications there will be for state authority and jurisdiction in the Great Lakes and coastal regions if the U.S. adopts the U.N. Treaty,” said Pfeiffer.

The report makes it clear that future authority for implementing the policy for coastal and inland waters will fall under White House jurisdiction with a new National Ocean Council comprised of over 20 federal agencies at Cabinet Secretary or Deputy Secretary level. No reference to Congressional jurisdiction is indicated.

“This significant change in U.S. policy direction is the result of a 90-day fire drill process as ordered by the President that, not surprisingly, lacks balance, clarity and quality in the end product,” said Morlock. “People who simply want to take their kids fishing on public waters deserve better from their government,” he added.

Shimano is joining with other members of the recreational fishing industry to urge anglers to contact their members of Congress and the administration to request this process be required to adopt the economic, conservation and social contributions of recreational fishing as key elements of the policy. It is critical that we ensure Congressional oversight and state jurisdiction and management continues.

Of course after seeing the rest of the unbelievable changes that have happened since the "Messiah" got into the White House, guess it shouldn't be that shocking. Hopefully the disentegration of Obama and the Democratic Party that's going on right now will keep them from making any of the crazy, idiotic changes that are now proposed.

The first story was pulled from ESPNoutdoors website today, there were big color pictures of a recent rally fisherman held in Washington, D.C. to stop this executive order. The second story was pulled from the SHIMANO fishing tackle website, their scared whitless that their about to be out of business.

I am living in an alternate universe do ya'll not see what is happening, did you not read both letters. Do you think that Shimano would be involved in this if they didn't view this as a credible threat.

If you haven't read the actual report and proposition here it is. Probably a good idea to read it for yourself before making judgements based on other people's (Rush) opinions.

BTW - to any of you naysayers that have their head in the sand and say that this Executive Order ban on fishing can never happen simply don't realize that this Administration is beholden to the anti-fishing Envirofascist special interests. The Envirofascists donated tens of millions of dollars to his 08 campaign and now they're getting their money's worth by Obama allowing the Envirofasccists to set the agenda for the Oceans Policy Task Force. At the same time, any meaningful input from the recreationals has been frozen out.

All you have to do is look to the SAFMC's pending Amendment 17B ban on all deepdropping in waters deeper than 240 feet. It's almost a done deal. Yet all the so-called experts said it would never happen, no way, yada yada. I began warning people years ago that SAFMC was looking for an excuse to ban deepdropping but everyone said I had to be wrong. I WASN'T. I'm telling you here & now that a ban on all fishing by presidential executive order can and will happen unless each of us immediately contacts our Congressman and two Senators.

Atlanta – The Obama administration has proposed using United Nations-guided principles to expand a type of zoning to coastal and even some inland waters. That’s raising concerns among fishermen that their favorite fishing holes may soon be off-limits for bait-casting. In the battle of incremental change that epitomizes the American conservation movement, many weekend anglers fear that the Obama administration’s promise to “fundamentally change” water management in the US will erode what they call the public’s “right to fish,” in turn creating economic losses for the $82 billion recreational fishing industry and a further deterioration of the American outdoorsman’s legacy. Proponents say the Interagency Ocean Policy Task Force established by President Obama last June will ultimately benefit the fishing public by managing ecosystems in their entirety rather than by individual uses such as fishing, shipping, or oil exploration. “It’s not an environmentalist manifesto,” says Larry Crowder, a marine biologist at Duke University in North Carolina. “It’s multiple-use planning for the environment, and making sure various uses … are sustainable.” (Amateur outdoorsmen have been fighting for their rights for years, as the Monitor reports here.)

New way to manage marine resourcesFaced with the prospect of further industrialization along America's coasts and the Great Lakes (wind turbines and natural-gas exploration, for example), the task force is charged with putting in place a new ecosystem management process called marine spatial planning. Marine spatial planning (MSP), according to the United Nations, is “a public process of analyzing and allocating the spatial and temporal distribution of human activities in marine areas to achieve ecological, economic, and social objectives that usually have been specified through a political process." That kind of government-speak scares Phil Morlock, director of environmental affairs at the reel-and-rod maker Shimano. Mr. Morlock points to references by the ocean task force to “one global sea” as evidence that what’s really being proposed are broad changes to America's user-funded conservation strategy, potentially affecting even inland waters. “I suggest that the task force recommend our model to the United Nations rather than us adopting the United Nations model,” he says in a phone interview. “The American model is the best in the world, so our question is: Why seek the lowest common denominator?”

Protections for recreational fishermenMr. Obama has said he will not override protections put in place by Presidents Clinton and Bush that established recreational fishermen as a special class.

But critics still worry about the Obama administration’s ties to environmental groups that espouse “anti-use” policies that put some habitats out of reach even for rod and reel fishermen, who take only 3 percent of America’s landed catch every year. “Angling advocates point out that senior policy officials on the task force seem inclined to ally themselves with preservationists and environmental extremists who want to create ‘no fishing’ preserves, with no scientific justification,” writes ESPN.com’s Robert Montgomery. On the other hand, nonpartisan experts say the task force has already made strides in better recognizing various stakeholder groups, including recreational fishermen, and that it doesn’t intend to undermine the ability of states to manage their natural resources, as many fishermen fear. “There’s been huge progress by the task force in terms of being more inclusive in thinking about economic, ecological, social, and political concerns,” says Mr. Crowder at Duke. “The paranoia – and there is paranoia on all sides – is that the process will be captured. My hope is that mutual concern gets people to the table.” The final report of the task force is expected in late March. Congress will decide its fate, unless Obama issues an executive order establishing MSP as the law of the water.

The only thing I see happending is perhaps the affordability to hunt and fish continuing to go up and up until we maybe cannot afford it. But thats the way everything is headed in todays world. I do agree with one thing-- OBAMA IS THE STUPIDEST PIECE OF GARBAGE to ever be elected into office. Who in the right mind would ever vote for this idiot!!! Is our country just getting dumber???? I don't think one day we will wake up and not be able to fish at
But I do think If Obama is allowed to "federalize" (for lack of a better word) fishing, they will incrementally peck away at our rights in the name of "environmental stewardship". Unfortunately, his ear and maybe some of those that will follow, is bent more in the direction of the folks from PETA, or the Humane Society than it is toward us. Their "environmental stewardship" has no relationship to science but is based upon some misguided belief that animals have rights.

Go back and read the letters they talk about this very issue. Their trying to kill the natural gas business right now by having the EPA place a ban on fracking.

How much money do you think the Haynesville, shale is pumping into the econ? I can guarantee you that it is more than hunting and fishing combined and Henry Waxman Democrat congress is holding hearings on the EPA shutting down the fracking right now, read the paper. Their trying to shut down or take over much larger sections of our econ, i.e. health care. So you really think they would bat eye about shutting down hunting and fishing. The environmentalist have wanted this for decades, now they have their boys in office and voila.

The most critical error is thinking this can't happen.

Rush and Glenn Beck aren't news sources either... they are OPINION shows, and widely acknowledged for distorting, exaggerating, and lying (although when caught they claim they didn't mean to) to prove their points (AND up their RATING$$$)... which is to make you more paranoid.

Speck T Mr. voice of reason. Could you please explain just exactly how Shimano in this instance is not credible. Because logic, rational thought and reason tells me that if a company that has a lot of skin in the game that has had delegates or lobbist if you will inform them of pending legislation that could possible cripple and or outright destroy their business and then they post a story about what is coming, or would they blow something totally out of proportion if they didn't think after serious risk analysis that their business was about to targeted beit directly or indirectly. That they would just try and scare the hell out of everyone for laughs.

Hmmm? The mental gymnastics required to follow your explanation of them not being a credible news sources in this instance is tiring. Recreational sportsfisherman have already recently had a march on Washingtion. That in an of itself should scare you death, THE FISHERMAN HAVE HAD A MARCH in DC. Last night in Lafayette, there was a $500.00 a plate fund raiser for Jindal, he was asked about this. Here is some of what he said. It is not good as all power to manage water usage, from fishing, to boating, to camps, businesses, etc, that can be built on or near the water, any and all activity which occurs on or below the surface of the water will be regulated by the Federal Government. There will be no more state fishing license you will buy one federal license. All management decisions will be made in Washington, D.C., large sections of the Gulf will be off limits, other areas will be off limits but you will be able to lease space from the Federal Government if you seek to run a offshore fish farm. He also said that the State of Louisiana has had delegates in D.C. working on opposition to this matter for a while now.

So I guess you should also call Gov. Jindal and tell him not to worry about this and pull the LA Delegates back home this is all just a scare tactic. Oh, one more thing tell Daivd Vitter to stop writing letters to the president about this as well, as he is also just wasting his time and effort on this ridicules scare tactics.

Before some calls on the Jindal fund raiser it was hosted by Carol Castille in Lafayette last night Wed March 9, 2010. I had lunch today with the guy who spoke to him last night at length about this matter.

So no worries ya'll, ESPN, Michell Malkin, Fox Nes, The Christian Science Monitor, Yahoo News, Shimano Tackle north american, Bobby Jindal, the Louisiana Delegation, Sen. David Vitter and all those dummies who marched on Washington, D.C. to fight for their right to fish (did i just type that), are wrong and fear mongering numb skulls. I am not a rich man, but I would bet that you are not a hunter or fisherman, but a liberal who posts on forums such the Louisiana Sportsman which is frequently by conservatives, the salt of the earth people.

Your president may be an educated person, but intelligence cannot be measured strictly by academic degrees. Major universities today are so infected by polictically correct liberal messages, that most graduates have not been exposed to how the real world operates. Obama is the classic example. I have advanced college degrees, but my education after college eclipsed what I learned in college. Your president has never had a real job.

As an example of my misguided college education, I was taught in the early 1970s that global cooling would result in widespread global famines. This apparently did not take place, but today the same environmentists are preaching that global warming will destroy the world. These radical elitists have neglected to study their Geology 101 class notes which reviewed the dramatic climatic flucuations which occurred during the Pleistocene prior to the advent of the industrial age and the alledged impact of carbon dioxide emissions.

I am a dedicated hunter and fisherman, and I would prefer to have a neighbor with similar likes, rather than a misquided liberal person such as you.

you know i just called my local news station here in new orleans (fox 8 wvue) it was the tip line 504-483-1503, and asked them why they havent ran the story on the gov wanting to take our rights away so we cant even fish . she acted so surprised and said they have even heard anything about this . so i told her ESPN,S...HIMANO,ECT..they all have stories about what is going on.and i also informed her that our own gov bobby jindal had made remarks on this subject ...do you know she was short and rude and said well i will see and check on that, and was very short and hung up on me ...that just showed me even more how biased and fringed the local news is , this is our lively hood here...allot of people depend on this for a living and she shunned it off like oh well....i am so disgusted with local news they dont care and never will ,about there local people ...just making sure that commie is praised ..

If you read the report, there is NO MENTION of a fishing ban. Shimano and Rush and Beck say there is. That is not true, and that is why they aren't credible sources of news. News agencies require fact-checking, opinion shows don't. I'm all for opinion shows and sharing a variety of viewpoints, but just keep that in mind when you watch them.

I just heard Budwesier say Obama is going to ban beer, better go stock up! And hamburgers too...

Umm, you folks that don't see how this administration does what it wants and asks questions later are in some deep denial. Hunting and fishing rights are being tested almost constantly. It is up to us the hunters and fishers to stay on top of them. The other day on Don Dubuc's radio show he was talking about this attack on fishing rights. Unfortunately this is for real. Yes, fishing is a huge industry across the U.S. and especially here in LA. Do you think these tree hugging you know whats could give a dern if your stupid southern redneck self was unemployed but their agenda got through? The present administration is on a crash course but they could care less as long as they can completely screw things up for us and get their own personal interests and agendas taken care of. Keep telling yourself it can never happen and we'll be telling our grandkids how good it used to be! I think Texas has already made a few threats about sucession and they may not be for real but then again who knows. I would love it if Bobby Jindal put in a few threats as well. BTW, join the NRA today!

If our fishing and hunting rights were ever taken away, do you really think us Southerners would stop doing what we love to do? Hell no!!! There would then be about a million of us outlaws!! They would have to sink my boat to keep me off the water. Trust me, it will never happen. And even if this administration gets its way, it will be a short term for Obama and perhaps we get a better administration in 3 years. So, just keep fishing and hunting and don't worry about it. I really think this has more to do with commerical offshore fishing waters than anything else. Some species are on the decline and something has to be done. I think they should focus more on saving our wetlands and creating more habitat. Without wetlands and habitat, we would have nothing.

Fishing NOT for Outlaws!
Copenhagen, I appreciate you trying to make others aware of what's going on. Just to say, "Oh well if they ban fishing I'll just be an outlaw" is not the way to reason with this. First off, they will initially be put in charge of the fishery and then start chipping away at the regulations. So let's take a look at things how they are set up now. Take for instance we have a 25 trout limit that was put in place by La Dept. of Wildlife and Fisheries biologists because they are on the water and talk to people every day and feel the local fishery can support this. Next thing you know someone in Washington says, " 25 fish! Way too many!" Next thing you know its five. But wait a minute, you're an outlaw so you just say forget about it, until you're caught over the limit and it is now a federal fine. Hmm...maybe we should just stop this from happening now and use the outlaw approach as the last resort?

The Obama Administration is proposing to use the most far reaching and questionable legal authority it can conjure to achieve what a handful of special interest groups have always wanted -- limiting the access of U.S. resources to U.S. citizens. And coastal states are set to suffer the economic and social impacts of an agenda-driven administration that does not have fishermen's interests in mind.

There has been virtually no public or Congressional input before using this questionable legal authority to decide to cut off fishing access. ESPN covered this issue earlier in the week and the strong outrage that is beginning to resonate throughout the country over this unbelievable activity by the administration.

Fishing is a social, cultural, and economic bellwether for the health of a great many Louisiana communities. Unilateral action by the Obama administration to sever fishing from the soul of Louisiana by zoning off our oceans arbitrarily is an outrageous federal reach into the state of Louisiana, and I assure you I'll keep fighting against it.

I write to express sincere opposition regarding the Interagency Ocean Policy Task Force Interim Framework for Effective Coastal and Marine Spatial Planning (“Interim Framework”). Although I have long supported reasonable policy mechanisms to enhance interagency coordination on oceans policy issues, the Interim Framework gives the impression that the administration is seeking to implement fundamental changes to both the regulatory structure and statutory authorities that form the basis for nearly every aspect of oceans management and use.

The Gulf of Mexico retains significant economic, cultural, and social importance to the state of Louisiana. If the intention of the Interim Framework is to create a new government superstructure headed by the National Ocean Council at the expense of the role of the states, which have primary jurisdiction for resident fish and wildlife, I can assure you that the states, in particular the Gulf states, will have zero tolerance for and much indignation over such a gross expansion of federal authority.

I urge the administration to back away from any efforts to supersede or diminish existing federal and state laws that govern our ocean fisheries for both commercial and recreational use. The Interim Framework brazenly calls for a top-down federal approach to every aspect of ocean management, and would impact every sector and every conceivable ocean activity without input from all stakeholders.

I can assure you that continued pursuit of the Interim Framework will exacerbate current concerns with NOAA’s ability to effectively manage the oceans for all users as well as mistrust and resentment of the agency. I respectfully request immediate public access to all comments and recommendations NOAA has delivered to the Council on Environmental Quality, as a well as a list of all Executive Orders and statutory and regulatory authorities the administration is contemplating utilizing in implementing Marine Spatial Planning and the Interim Framework.

I hope that your administration can keep in mind that the role of the government is to effectively manage resources for all citizens to enjoy with input from all stakeholders, not to cut off access to resources, like prohibiting commercial and recreational fishing, at the behest of a handful of special interest groups.
